Flotilla 21 presents national flags to fishermen.

Officers of Flotilla 21 and other relevant forces went directly to Tam Quang Fishing Port, boarding individual fishing vessels and meeting with ship owners, captains and fishermen. They also visited the homes of several ship owners to provide information, discuss relevant issues and offer guidance on necessary regulations before each fishing trip.

The program focused on legal regulations on fisheries and IUU fishing prevention; the responsibilities of ship owners and captains in managing vessels and fishing activities at sea; maintaining 24/7 connectivity of vessel monitoring system (VMS) equipment; fully recording and updating fishing logbooks; and ensuring adequate documentation for seafood traceability.
