A highlight of the conference was the establishment of a three-level coordination mechanism: Defense-Economic Unit 732 coordinates with commune-level People’s Committees; production teams and factories establish twinning relationships with villages; and Kinh officers and workers form household-pairing relationships with ethnic minority households. This mechanism helps extend coordination from the unit level to grassroots communities and individual families.

Under the signed regulations, Defense-Economic Unit 732 and commune-level People’s Committees will enhance information sharing, closely monitor local developments, and coordinate in maintaining political security and social order and safety, while firmly protecting national border sovereignty and security. They will also coordinate in training and exercises for defensive areas and civil defense, pro-actively responding to natural disasters, conducting search and rescue operations, and handling emerging situations.

In socio-economic development, the parties will coordinate in linking planning, population distribution, and the building of new-style rural areas with the consolidation of national defense and security. They will also cooperate in managing and using land and investing in and maintaining transport infrastructure, lighting systems, schools, and other civil infrastructure.

Defense-Economic Unit 732 will continue promoting its role as a “production and labor force,” joining hands with localities in implementing national target programs and sustainable poverty reduction. The unit will support vocational training and job creation, prioritizing the recruitment of local workers, particularly those from poor and near-poor households and ethnic minority communities.
