Officers and soldiers of Brigade 170, Naval Region 1, help local residents reinforce fish cages against a storm.

The heavy rainfall could cause flooding in low-lying areas, urban centers and industrial zones, flash floods in small rivers and streams, and landslides on steep slopes. Thunderstorms may also bring whirlwinds, lightning, hail and strong gusts.

The General Staff instructed agencies and units to strictly maintain duty shifts and closely monitor weather, meteorological and hydrological conditions. In the event of complex incidents, they must reinforce on-duty teams, maintain uninterrupted communications, and promptly and effectively deploy forces and equipment to handle situations while ensuring the safety of personnel involved.

Military Regions 4 and 5 were directed to instruct provincial and municipal military commands to coordinate with local departments and agencies to review and identify areas at risk of flash floods, inundation, isolation and landslides, as well as vulnerable dikes, embankments, lakes and dams. They were also asked to assess mining areas, construction sites, reservoirs and downstream areas, particularly small hydropower and irrigation reservoirs and vulnerable dams.

Forces and equipment are to be pre-positioned in disaster-prone areas. Residents living along rivers and streams, in low-lying areas, or in locations at risk of deep flooding, flash floods and landslides must be pro-actively evacuated to safe areas. Military units are to assist local authorities and residents in disaster response, recovery and search and rescue operations.

The Air Defense - Air Force Service and Corps 18 were tasked with reviewing plans and organizing forces and equipment to stand ready to conduct search and rescue flights when ordered.

The General Department of Logistics and Technical Services and the General Department of Defense Industry were instructed to strengthen direction, supervision and inspections of subordinate units to ensure effective disaster response and the safety of warehouses, workshops, factories, weapons and equipment. They were also required to prepare logistics and technical support for emergency response, disaster relief and search and rescue operations.
