Over the past eight years, military Party committees and chains-of-command at all levels have embraced and implemented seriously and effectively Circular No.6 of the Defense Minister issued on January 28, 2011 on the organization and activities of the military creative youth awards.

However, due to the development of science, technology, national socio-economy, military and the awards itself, shortcomings during the implementation of the circular have been raised. Therefore, the circular needs to be revised to meet present legal regulations and higher requirements.

Based on proposals by the Army Youth Board, the leadership of the Ministry of National Defense and the GDP has directed the amendment to the circular as a legal foundation for the implementation of the awards.

At the meeting, the participants gave comments on the amended contents, such as the structure of the Awards Council, rewarding rights, expense, assessment criteria, authors’ rights, and tasks of relevant agencies and units.

In his closing speech, General Van highly appreciated the high sense of responsibility of the participants and their comments.

General Van emphasized that when amended, the new circular will be issued as an important legal foundation to improve the quality of the military creative youth movement. He asked the compilation group to collect comments seriously and comprehensively and work closely with the Department of Legal Affairs under the Ministry of National Defense to complete the draft amended circular and submit it to the leadership of the Ministry of National Defense for approval.
