In his speech, Senior Lieutenant General Le Huy Vinh shared specific difficulties with the general department in carrying out digital transformation in this service and acknowledged and praised its Party committee and chain-of-command for their efforts and determination in implementing the work. He lauded the general department and the whole technical service for their initial achievements and highlighted the outcomes of the coordination between the GDT and Viettel in 2022 and in the first months of this year.

The Deputy Defense Minister asked the GDT to enhance the role and responsibility of leadership at all levels to foster the development of e-government and digital transformation at agencies and units and study and recommend higher levels-issued documents related to digital transformation in technical work. He urged the service to foster training to raise the competence of employees that participate in digital transformation. 

In addition, he requested the GDT and Viettel to focus on implementing the coordination agreement in an effective manner and determine detailed targets and roadmap. In the short term, the two units should pay attention to completing legal environment on digital transformation, upgrade infrastructure, and add equipment to meet the general department’s requirements for digital transformation.

He urged the two sides to cooperate to build a monitoring center for technical service, security and safety observation system, and reporting and data analysis system, and a system for digitizing documents and managing digitized documents of technical service. Together with that, common digital platform, apps, and data for the service should be developed.   

General Vinh assigned agencies and units to continue to direct and provide professional assistance and equipment and software for the GDT to comprehensively upgrade information technology infrastructure and database and take measures to ensure information safety and cyber-security for its information system. 

At the event, under the witness of Sr. Lt. Gen. Le Huy Vinh and delegates, representatives of the General Department of Technical Affairs and Viettel signed the coordination agreement.

In 2022 and the first quarter of this year, the digital transformation in technical service witnessed positive changes. Together with organizing conferences and seminars on digital transformation and issuing plans on the work, the GDT worked with Viettel to conduct surveys to evaluate the application of information technology to digital transformation. Military technical personnel’s awareness of digital transformation was enhanced. They gradually formed a habit of working in digital environment, contributing to raising the effectiveness of technical work and other tasks.
