The event took place on the occasion of the 80th Anniversary of the August Revolution and National Day of the Socialist Republic of Vietnam. The launch ceremony was chaired by Major General Doan Xuan Bo, Editor-in-Chief of PAN, with the participation of senior representatives from the Ministry of National Defense, the General Department of Political Affairs, the General Staff, and other military units. Also in attendance were leaders of Vietnamese media organizations, representatives of ministries and central agencies, as well as foreign diplomats, including Russian Ambassador Gennady Stepanovich Bezdetko.
As the organ of the Central Military Commission and the Ministry of National Defense, the PAN is the voice of the armed forces and the people of Vietnam. Over the years, it has developed into a key multimedia communication platform, disseminating the Party’s guidelines, the State’s policies, and information on national defense, while also reflecting the aspirations of the people. Beyond its domestic mission, the PAN has also played an important role in external communication, with English, Chinese, Lao, and Khmer online editions already in operation. The launch of the Russian edition, available at ru.qdnd.vn, is part of this long-term development road-map.
Speaking at the ceremony, General Bo highlighted the importance of the new edition in deepening defense diplomacy and promoting Vietnam’s image abroad. Talking about the launch of the Russian edition, Ambassador Gennady Stepanovich Bezdetko emphasized its significance, particularly as Vietnam and Russia celebrate the 75th anniversary of their diplomatic ties this year. He noted that the two countries have stood shoulder to shoulder throughout history, from Vietnam’s struggle for independence to its nation-building efforts, and that their long-standing friendship remains a solid foundation for cooperation across fields. The Ambassador added that this initiative would also promote cultural and defense exchanges, which are vital to the comprehensive strategic partnership.

For the PAN, the Russian-language edition reflects both continuity and innovation. It will feature sections on politics, defense, Vietnam–Russia friendship, socio-economic cooperation, culture, sports, and entertainment, along with multimedia content. The PAN’s Editor-in-Chief described it as both a contribution to promoting bilateral ties and a milestone in the newspaper’s history. According to General Bo, the launch of this edition is a practical step in affirming and enriching the traditional friendship between Vietnam and Russia. It is also an important marker in PAN’s development.
With this new platform, PAN is set to play a larger role in external communications, connecting Russian-speaking audiences with Vietnam’s voice, and helping to further strengthen the traditional friendship and comprehensive strategic partnership between the two countries.
