The exercise simulated a scenario in which a group of Pa Ko and Van Kieu ethnic people in Quang Tri Province were incited by hostile elements to migrate freely and illegally cross the border through areas under the management of Thuan Border Post, the Border Post of the Lao Bao International Border Gate, and Thanh Border Post. These areas share border with Sepon and Nong districts of Savannakhet Province.
