General Nguyen Trong Nghia chairs conference on draft Project 3094
PANO - On August 27 in Ha Noi, the Steering Committee for the “Development of a nationwide digital terrestrial radio and television broadcasting network as a national strategic backup” project (Project 3094 in short) under the Ministry of National Defense (MND) held a conference to discuss and give feedback on the draft project. General Nguyen Trong Nghia, Chairman of the General Department of Political Affairs (GDP), and Head of the Steering Committee, chaired the conference.
Lieutenant General Nguyen Ba Luc, Deputy Chief of the General Staff and Deputy Head of the Steering Committee, also attended the event.

At the conference, delegates focused on analyzing and giving comments on the structure, key contents, and feasibility of the draft project.
Concluding the conference, General Nguyen Trong Nghia highly valued the delegates’ responsibility and their contribution. He stressed that the strategic backup broadcasting network must first and foremost serve military and defense missions whenever needed. Its implementation must not affect combat operations or the functioning of military communication systems, and must ensure that military secrets are not disclosed or compromised.

General Nghia noted that the fight in cyberspace, on the ideological front, and in the media is becoming increasingly intense, while radio and television coverage remains limited in some border, maritime, and island areas. Therefore, he stressed that the project must go beyond meeting emergency backup requirements.
The project should also help strengthen control of the information space, ensure the delivery of official information to troops and the public, and pro-actively prevent harmful information from hostile forces. Its implementation must make full use of the military’s existing platforms and infrastructure while ensuring autonomy, self-reliance, and resilience.
The general asked the Standing Agency of the Steering Committee to absorb the comments at the conference, continue reviewing and refining the contents, and supplement and standardize the scientific and practical contents for the project. The draft should be finalized soon and submitted to the Standing Board of the Central Military Commission for consideration and feedback.
