At the event, delegates pointed out achievements of the coast guard force in supervising the implementation of the agreement since it took effect 15 years ago. Reports at the meeting show that Vietnamese fishermen’s fishing activities in the area have become stable as fishermen are more aware of implementing the agreement. Meanwhile, relevant forces have improved the efficiency of their supervision and promoted their coordination in both disseminating laws and enforcing the laws.

More importantly, most Vietnamese fishermen have well perceived the Vietnam-China friendship as well as economic benefits of the agreement.

Major General Nguyen Van Son, Commander of the Vietnam Coast Guard, addresses the conference

As the key unit in supervising the enforcement of the agreement, the Vietnamese coast guard force has effectively coordinated with the Navy, the Border Guard Command, and Fisheries Surveillance in exercising the Party’s guidelines, State’s policies and laws, and regulations of the agreement. Furthermore, Vietnamese fishermen operating in the area seriously followed the Coast Guard Command’s instructions, contributing to firmly maintaining security and safeguarding national sovereignty over seas and islands.

In addition, the Vietnamese coast guard force has well served as a liaison unit connecting relevant units of the two countries in supervising the implementation of the agreement, while fostering information exchange mechanisms with Chinese units and conducting joint fishery patrols with the Chinese side in the shared fishing grounds in the Gulf of Tonkin. Since 2006, the two sides have conducted 16 joint fishery patrols, checking 16 Vietnamese and 16 Chinese trawlers.

They also released fish to preserve aquaculture resources and successfully organized three search and rescue exercises, three meetings to share experiences in enforcing laws at sea, and two Vietnam-China young officer exchanges.

At the conference, the Border Guard Command presented certificates of merit to 15 groups and individuals with good performance in carrying out the work over the past 15 years.
