The event was under the chair of Lieutenant General Hoang Xuan Chien, Commander of the Vietnam Border Guard Command and Deputy Head of the compilation board of the draft law. 

The draft Law on Border Guard comprises seven chapters with 32 articles regulating the management and safeguarding of national border sovereignty and the protection of national interests, peace and security, as well as other activities in Vietnam’s border localities.

At the event, participants focused their discussions on border guard operation principles, international cooperation, coordination in conducting border guard activities, and the responsibilities of agencies, organizations, and citizens involved in the work.

Delegates also reached consensus on building strong defensive areas, actively responding to natural disasters, conducting search and rescue and environmental protection in border areas, building effective political bases, as well as strengthening the national unity bloc. They also contributed important ideas to promote the role of local authorities and people in safeguarding the national border and propose ideas to local authorities in an effort to firmly protect the national border. 

Speaking at the event, General Chien asked the drafting team to take note of all opinions and revise the draft law with a focus on the missions and responsibilities of the force. He also requested the team to review the 20-year implementation of the Ordinance on Border Guard and the outcomes of the surveys in localities and soon submit the draft to the Standing Committee of the National Assembly for discussion in January 2020.
