According to reports at the meeting, preparations for the 11th Whole-military "Determined to win" Emulation Congress have been basically completed on schedule, meeting all the set targets. The organizing committee has held meetings to develop detailed plans, established sub-committees, issued guidance for selecting exemplary role models, and drafted documents for the congress. Communications work has been implemented comprehensively, with coordination among military and civilian media agencies.
The congress is expected to take place in the third week of September 2025. Key activities include a tribute ceremony at President Ho Chi Minh’s Mausoleum, a visit to the Vietnam Military History Museum, a meeting with Party and State leaders, an exchange program honoring exemplary role models, the official congress session, and a youth gala celebrating the event’s success. Delegation selection, presentation preparations, commendation plans, logistics, communication, security, and related aspects have all been thoroughly prepared.
In his speech, General Trinh Van Quyet suggested further research and refinement of the script and overall program by the Organizing Committee, especially the Standing Organ. He emphasized that the 11th Whole-military "Determined to win" Emulation Congress is a politically significant event aimed at encouraging and motivating officers and soldiers to uphold traditions and strive to fulfill their tasks in the new situation.
Therefore, the preparation must be comprehensive and meticulous. The final report on emulation and commendation work must reflect the actual achievements of the movement. The selection of exemplary collectives and individuals should highlight truly outstanding examples with strong inspirational influence across the military and society.
General Trinh Van Quyet requested that all relevant agencies, units, and members of the Organizing Committee continue reviewing and finalizing remaining tasks and closely coordinate to ensure the congress’s success as planned. Communications efforts should also be intensified across digital platforms and media outlets to build momentum before, during, and after the congress.
At the meeting, the council reached consensus on the nominations for conferring and posthumously awarding the titles of "Hero of People's Armed Forces" and "Hero of Labor."
