The congress assessed that during the 2020–2025 term, under the leadership and direction of the school’s Party Committee, it successfully fulfilled its goals and tasks. The quality of education and scientific research continued to improve, meeting both the expected learning outcomes and the practical demands of military units.

During the period, the school conducted 247 research projects and introduced 191 innovations, with 56 earning awards from the Ministry of National Defense and the Military Youth Innovation Awards. Currently, 73.74% of its instructors hold postgraduate degrees.

The school was awarded the second-class Fatherland Protection Order. Thirteen collectives received emulation flags from the Prime Minister and the Ministry of National Defense (MND). Officers and staff earned high honors in national and military-level competitions. Notably, the school successfully participated in the grand military parade marking the 80th anniversary of the Victory in the Great Patriotic War in Russia.

In his address, General Nguyen Tan Cuong extended his congratulations to and commended the Party Organization for its achievements over the past term. He reaffirmed the pivotal role of the school, the first and one of the most important military academies in the country and a cradle for training generations of commanders and leaders in the military. Over its 80-year history, the school has made significant contribution to national defense and development.

Looking ahead to the 2025–2030 term, General Cuong urged the school’s Party Organization to thoroughly implement key resolutions and directives from the Party Central Committee, the Central Military Commission, and the MND. He stressed the need to focus leadership efforts to create substantial breakthroughs in the quality of education and training.

Key priorities include building a contingent of instructors and management staff to meet national standards, increasing the proportion of instructors with postgraduate degrees, and enhancing coordination with military units to assess the performance of graduates, thus developing practical solutions to improve training quality.

He also called for intensified scientific research and the standardization of training materials in accordance with the goals of building a revolutionary, regular, elite, and modernized military.

The school is expected to adopt transformative measures in science, technology, innovation, digital transformation, and digital literacy, laying the foundation for a smart, modern military academy. The Chief of the General Staff emphasized the need to equip cadets with skills tailored to operational demands. He also encouraged the school to propose updates to training materials and curricula to better serve both academic and field-based military training.

The congress elected a new Executive Committee of the Party Organization for the 2025–2030 term, consisting of 17 members with a high number of votes of confidence.
