The ceremony was attended by General Pham Van Tra, former Deputy Secretary of the Central Military Commission, and former Minister of National Defense; Senior Lieutenant General Vu Hai San, Deputy Minister of National Defense; Senior Lieutenant General Phung Si Tan, Deputy Chief of the General Staff.

During the resistance wars, Military Region 3 made tremendous sacrifices, with more than 231,000 martyrs and over 188,000 wounded and sick soldiers. The region also has 20,642 mothers honored or posthumously recognized as heroic Vietnamese mothers, and many families still bear the consequences of war. Their contributions and sacrifices importantly contributed to national liberation, reunification, and Fatherland building and protection.
The memorial house, located within the grounds of the Military Region Museum, was built in early June. Covering a total construction area of over 1,300 sq.m and standing 21 meters tall, the memorial was designed to be spacious, dignified, and solemn. After nearly four months of construction, the project was completed on schedule.
Following the inauguration, Military Region 3 held the ceremony to posthumously confer the title “Hero of the People’s Armed Forces” on Major General Hoang Sam.

During more than 40 years of revolutionary service, Major General Hoang Sam held numerous key leadership and command positions across various battlefields. Gen. Sam headed the Vietnam Dissemination and Liberation Armed Team. Under the command of General Vo Nguyen Giap, he led the team to victories in the Phai Khat and Na Ngan battles, inaugurating the proud tradition of the Vietnam People’s Army of “To fight and to win from the very first battle.” Gen. Sam was also former Commander of Military Region 3 and Tri-Thien Military Region.
In all circumstances, Gen. Sam exemplified the noble qualities of a revolutionary, an outstanding, talented commander, a diligent and dedicated cadre who devoted his life to serving the nation, the military, and the people, always showing deep affection for his comrades. Gen. Sam heroically sacrificed his life in the Tri-Thien battlefield in 1969.
At the ceremony, on behalf of the State President, Senior Lieutenant General Vu Hai San presented the title to Major General Hoang Sam’s family.
