General Trinh Van Quyet, member of the Secretariat of the Party Central Committee, permanent member of the Central Military Commission (CMC) and Chief of the General Department of Political Affairs, attended the event.
On behalf of the CMC and the Ministry of National Defense’s leaderships, Gen. Quyet praised the MR3’s Party Organization and armed forces for their accomplishments. He also expressed sincere gratitude to the Party committees, authorities, and people of localities in MR3 for their close coordination and strong support, enabling the MR3’s Party Organization, its armed forces, and the entire military to excellently fulfill all assignments.
Highlighting the strategic position of MR3 and complex developments in global and regional situation, posing new requirements for national defense, the CMC’s permanent member requested the MR3’s Party Organization and armed forces to promote achievements and strive to comprehensively meet all goals and plans for the 2025-2030 term.

He underlined that their focus should be put on deeply grasping higher levels’ policies, resolutions, strategies on Fatherland protection in the new situation and defense and military tasks, as well as continued reorganization of local military units in an elite, compact and strong direction, to meet new task requirements.
In addition, they should direct the strict observance of combat readiness regulations, work closely with relevant forces to firmly protect national sovereignty and border security, uphold a peaceful and stable environment for development. Together with building a strong and modern whole people defense posture, they should also pay attention to building people’s security and people’s heart disposition and firmer defensive areas.
Moreover, activities to celebrate the 80th foundation anniversary of the MR3’s armed forces should be organized significantly while the good qualities of Uncle Ho’s soldiers in the new era should be promoted.
Gen. Quyet urged the MR3’s Party Organization to promptly translate its resolution into practical, effective action programs aligned with the political tasks of each of its affiliates and launch emulation movements to successfully implement the resolution right from the first year of the new term.
He expressed his confidence that with a high sense of responsibility, democracy, solidarity, wisdom, and innovation, the MR3’s Party Congress would set practical, feasible, breakthrough goals, targets, tasks, and solutions with long-term strategic vision. It would also elect a truly exemplary Executive Committee for the 2025–2030 term with good qualities, wisdom, and political stance, dare to think big, act bold and take responsibility to lead the Party Organization and armed forces to achieve objectives and missions defined by the congress.
