Military masters technology for producing technical materials
PANO – On November 28, Senior Lieutenant General Le Huy Vinh, Deputy Minister of National Defense, chaired a conference reviewing the implementation of the project on the production of technical materials and Project 324-KT.
Lieutenant General Le Quang Dao, Deputy Chief of the General Staff of the Vietnam People’s Army (VPA), attended the event.
According to the report of the General Department of Logistics and Technical Services, in the 2024–2025 period, units assigned by the Ministry of National Defense to conduct research and produce technical materials have proactively and actively implemented tasks, completing legal dossiers in accordance with State and Ministry of National Defense regulations. All research and production plans assigned by the defense ministry were fulfilled. Batch-produced items met quality standards approved by competent authorities.

The military’s research institutions and technical facilities have effectively promoted applied research activities, enhanced technological capacity, and gradually approached global scientific and technological advancements in the field of technical-supply production, modernization, and the development of weapons and equipment. These efforts have helped save national budget, maximize internal resources, and reduce production costs of technical materials by 30–50% compared to imported products.
Concluding the conference, Senior Lieutenant General Le Huy Vinh praised the units for mastering production technologies of technical materials in the 2024–2025 period, meeting the requirements of training and combat readiness, aligning with the roadmap for weapons and equipment development, and reducing dependence on foreign partners.
He directed the General Department of Logistics and Technical Services and relevant agencies to refine the prioritized list of technical materials for research and production, and to actively pursue cooperation and technology transfer with foreign partners for producing technical materials for advanced weaponry. Research institutes should prepare to transfer production technologies to qualified defense industry facilities for mass production.
