According to the leaders of Hai Phong’s Steering Committee for Civil Air Defense, they have effectively implemented the Law on Civil Air Defense in 2024 and related directives issued by higher authorities. They have also advised the municipal Party Committee, People's Council, and People's Committee on issuing leadership and policy documents while regularly reviewing and updating civil air defense plans to ensure they meet operational requirements and the demands of protecting the nation's airspace.

Hai Phong has also maintained an effective air defense command and surveillance system while strengthening specialized air defense forces, militia and self-defense units, and reserve personnel through regular training. All evaluated training requirements were met, with more than 81% of results rated good or excellent.
Following the field inspection and briefing, the Central Steering Committee delegation commended the city for its achievements in implementing civil air defense tasks.

Addressing the event, Sr. Lt. Gen. Pham Truong Son praised the Hai Phong Party Committee, People's Committee, Civil Air Defense Steering Committee, and relevant agencies and units for their performance. He emphasized that Hai Phong is a strategically important locality for national defense, security, and socio-economic development, and called on the city to further strengthen the effectiveness of state management over civil air defense. He urged local authorities to continue reviewing and updating operational plans, expand public awareness and education programs, strengthen local air defense forces, enhance the management of unmanned aircraft and other aerial vehicles, and invest in upgrading air surveillance, warning, and alert systems.
On behalf of the city's leadership and the Hai Phong Civil Air Defense Steering Committee, Vice Chairman of the Hai Phong People's Committee and Head of the city's Steering Committee for Civil Air Defense Tran Van Quan thanked GS’s Deputy Chief Pham Truong Son and the inspection delegation for their guidance. He affirmed that the city would fully implement the delegation's recommendations.
In the coming period, Hai Phong will focus on strengthening its civil air defense posture in coordination with the local defensive zone, expanding public education efforts, building stronger civil air defense forces, enhancing airspace management and oversight of unmanned aircraft and other aerial vehicles, and effectively safeguarding the city's airspace while contributing to national defense and security.
