The conference was attended by Deputy Chiefs of the General Staff: Lieutenant General Nguyen Doan Anh, Senior Lieutenant General Phung Si Tan, Senior Lieutenant General Nguyen Van Nghia, Lieutenant General Nguyen Trong Binh, and Lieutenant General Pham Truong Son.

The report at the conference affirmed that in July 2024, the General Staff directed the entire military to strictly maintain combat readiness, conduct electronic warfare reconnaissance in key areas, and be ready with forces and vehicles to handle all situations. The General Staff closely coordinated with the public security forces to maintain political security, order, and safety nationwide. The organ focused on building and completing the system of directives and operational documents for unit exercises according to the plan. It directed units in the whole military to enhance preventing illegal entry and exit across borders, seas, and islands; strengthened information dissemination, prevented foreign ships from violating the Vietnamese waters; and implemented synchronized measures to combat illegal, unreported, and unregulated (IUU) fishing.

In addition to organizing training activities at all levels, units maintained regulatory building and discipline observance. They enhanced patrols to safeguard agencies and units; effectively conducted State and military ceremonial activities.

Concluding the conference, Senior Lieutenant General Nguyen Tan Cuong praised the outstanding achievements in task performance by the agencies and units. He required the entire military to maintain strict combat readiness, closely monitor the situation, especially in key areas, and handle situations effectively. He emphasized the need for thorough preparation, and completion of operational documents to run exercises as planned. Units must closely manage border areas, strictly handle individuals violating entry and exit regulations; prevent foreign ships from infringing upon Vietnamese waters, and ensure the safety of Vietnam's maritime economic activities. Comprehensive  and strict measures must be implemented to combat IUU fishing, manage unmanned aerial vehicles and ultra-light aircraft; and ensure information safety in cyberspace. Training exercises, sports competitions, and drills must be organized rigorously as planned. The whole military should maintain regulatory building, discipline management, and traffic safety while responding to search and rescue tasks at all levels, ensuring timely direction information in all situations complete all assigned tasks.
