In his remarks, General Phan Van Giang underlined that, the GS is one of the major party organizations, holding a particularly important position and role in the Party structure of the military.

Over the past five years, in the context of rapidly evolving, complex, and unpredictable global and regional situations, under the regular leadership and direction of the Central Military Commission (CMC) and the Ministry of National Defense (MND), and in close coordination with functional agencies, the GS has upheld its tradition to successfully lead the implementation of its strategic advisory function in military and defense; direct efforts to enhance the strength, capacity, and combat readiness of the Vietnam People’s Army, the militia and self-defense forces; and effectively coordinate in building a strong whole-people defense posture.

The defense chief spoke highly of the GS’s pro-active participation in defense external activities and its efforts in building comprehensive defense potential. He highlighted that the image of Vietnamese officers participating in U.N. peacekeeping operations not only demonstrates discipline and professionalism, but also shines with love, humanitarian spirit and sense of responsibility toward the international community.
Together with the General Department of Political Affairs, the GS has taken the lead in giving recommendations and implementing many major resolutions, such as the Politburo’s Resolution No.05, the CMC’s Resolution No.230, and the MND’s Plan No.1228 on the organization of the Vietnam People’s Army in the 2021-2030 period and beyond. Training and exercises have been comprehensively renewed to closely align with real conditions.
General Giang also praised the efforts of the GS in implementing the “Digital Literacy for All” movement in a comprehensive and effective manner.

Regarding the orientations in the time to come, General Giang emphasized six key tasks that the GS should focus on, namely continuing to thoroughly grasp the Party’s resolutions, especially the Resolution of the 14th National Party Congress and the 12th Congress of the Military Party Organization, and implement the policy of building a revolutionary, regular, elite, and modern military; proactively giving advice and perfecting institutions and laws on military and defense; promoting digital transformation and the “Digital Literacy for All” movement, and strong application of technology, especially in leadership, command, management, operations, training, and exercises; leading the building of the GS’s agencies and units to be politically strong, promoting the cultural values of Uncle Ho’s Soldiers in the new situation; and continuing building the Party Organization of the GS into a clean and typically strong organization in politics, ideology, ethics, organization, and personnel.
Concluding his speech, General Phan Van Giang expressed his confidence that the 19th Congress of the GS would be a great success, making an important contribution to the success of the 12th Congress of the Military Party Organization and the 14th National Party Congress.
