Defense Minister General Phan Van Giang chairs the conference |
Attendants at the conference evaluated that under the close and specific direction of the Ministry of National Defense and leaders at all levels, the whole military has successfully fulfilled its tasks in July 2025. Highlights included strictly maintaining combat readiness posture, grasping and forecasting the situation accurately, providing timely advice, and effectively handling situations to firmly safeguard national sovereignty and territorial integrity.
The military also implemented civil defense tasks effectively; deployed tens of thousands of active-duty troops and militia, along with various vehicles, to support disaster prevention and search and rescue efforts, particularly in response to Storm No.3 (Typhoon Wipha) and heavy rains in the Northern and North Central regions.
Training and political education missions, especially for the parade in celebration of the 80th anniversary of the August Revolution (August 19) and National Day (September 2), were carried out seriously, with quality and safety.
Gratitude activities marking the 78th anniversary of Wounded Soldiers and Martyrs’ Day were solemn and heartfelt. International integration, defense external affairs, logistics, technical services, and defense industry missions were actively implemented, meeting requirements promptly. The material and spiritual life of troops was ensured, and the whole military demonstrated high determination to accomplish all assigned tasks.
In his concluding remarks, General Phan Van Giang praised all-level commanding officers and troops for overcoming difficulties and successfully completing their tasks. He urged agencies and units to review and update operational plans, maintain high combat readiness, and closely coordinate with other forces to ensure absolute safety for the 80th anniversary of the August Revolution and National Day.
He emphasized the need to improve training quality, conduct exercises and competitions effectively, and organize rehearsals for parade forces. He also directed the organization of a high-point emulation drive focusing on law enforcement at sea and strict handling of illegal, unreported, and unregulated (IUU) fishing.
General Giang instructed regular monitoring of weather and natural disasters, with timely mobilization of forces and vehicles to assist people in disaster response and rescue efforts. He called for enhanced political and ideological education and information dissemination.
Activities marking major anniversaries, such as the 80th anniversary of the August Revolution and National Day, and the establishment of the General Staff of the Vietnam People’s Army must be organized effectively. Party congresses at all levels must be conducted properly and in accordance with regulations.

Defense external affairs and international cooperation, especially in U.N. peacekeeping operations, war legacy resolution, and AO/dioxin and UXO clearance, should be further promoted. Logistics and technical support must be ensured for both routine and emergency tasks, particularly combat readiness and parade mission A80. Breakthroughs in scientific research, innovation, and digital transformation must continue as per resolutions of the Politburo and the Central Military Commission.
At the conference, General Phan Van Giang presented a certificate of merit from the Prime Minister to Senior Lieutenant General Hoang Xuan Chien for his outstanding achievements in defense external affairs in 2023.
