At the conference, delegates discussed and evaluated the results of the implementation of administrative procedure reform. Overall, functional agencies have thoroughly grasped and effectively implemented plans and directives issued by the Ministry of National Defense and the GDP on administrative reform. They have pro-actively reviewed and proposed the restructuring, reduction, and simplification of administrative procedures during the process of amending and supplementing legal normative documents. However, several shortcomings remain and need to be promptly addressed in the time ahead.
Regarding tasks in the coming time, Gen. Tung requested agencies to comprehensively review and reassess all contents. Procedures within the State’s purview should be handled in a resolute, urgent, and responsible manner. For matters lacking a sufficient legal basis, agencies should closely coordinate with competent authorities to develop drafts and organize implementation. Procedures slated for abolition should be carried out in close coordination with relevant bodies, strictly adhering to processes and regulations. With regard to internal administrative procedures, relevant agencies should conduct thorough reviews in association with digital transformation efforts.
Regarding reviewing the request for publication and proposing plans to reduce and simplify internal administrative procedures, the GDP Deputy Chief requested agencies to pay due attention to directing and organizing implementation in a resolute and effective manner; review documents issued by the Government, the Prime Minister, and the MND and proposed for promulgation by the GDP, along with regulations, rules, guidelines, and official dispatches issued by the GDP and its subordinate leadership that contain provisions on internal administrative procedures.
