Defense Minister General Phan Van Giang attended and delivered important remarks.
The theme of the congress, which is also the title of the Political Report delivered at the congress, was “Military Youth: Courageous, Pioneering, Breakthrough, and Progressive, Worthy of being ‘Uncle Ho’s soldiers,’ Confidently Advancing into the New Era.” The congress’s action motto was “Military Youth: Courageous, Pioneering, Breakthrough, Progressive.”

In his opening remarks, GDP Chief General Nguyen Trong Nghia emphasized the special significance of this congress as it continues to thoroughly grasp and implement the Party’s guidelines and the State’s policies and laws regarding Youth Union affairs and youth movements, particularly the Resolution adopted at the 12th Military Party Congress. The congress provides orientation and motivation for the young generation of the entire military to uphold the qualities of “loyal, brave, innovative, creative, pioneering, courageous, worthy of being Uncle Ho’s soldiers in the new era,” contributing to national building and defense.
Having outlined key tasks of the congress, Gen. Nghia urged all delegates to deeply grasp the Party’s viewpoints and guidelines on military and defense affairs; the requirements for building a revolutionary, regular, elite, and modern military; and especially the major orientations and directives of the Central Military Commission (CMC) and the Ministry of National Defense (MND) in order to maintain the right orientation and raise the quality and effectiveness of Youth Union affairs and youth movements in the military in the coming period.

He also called for promotion of collective wisdom, careful study of draft documents, and discussions in a democratic, frank, scientific, and close-to-reality manner. He urged delegates to demonstrate a high sense of responsibility, actively participate in all congress activities, and bring the voice, aspirations, and intellectual contributions of military youth to the congress, helping make the 11th congress a gathering of wisdom, bravery, dynamism, and creativity.
On behalf of the CMC and MND, Defense Minister General Phan Van Giang acknowledged, highly valued, and commended the achievements and great contributions of military youth in recent years, especially during the 2022-2025 period. He also requested Party committees and chains-of-command at all levels to lead and direct the youth to effectively implement the motto of “two pioneering roles, two readiness commitments.”

Citing President Ho Chi Minh’s teachings to the youth as saying that “young people will be the masters of the country. They must study constantly and keep making progress to truly be young,” the defense leader expressed his hope and expectations that the military youth will keep those teachings in mind, continuously cultivate themselves, train harder, strive without pause, and rise to conquer new heights in every mission and every field, continuing to contribute even more to military building, defense consolidation, and Fatherland defense.
After one and a half days of urgent and serious work, the 11th Congress of the Military Youth Union Organization successfully completed all of its agenda. The congress held open, democratic, and candid discussions and reached high consensus on key contents.
In his closing remarks, GDP’s Deputy Chief Sr. Lt. Gen. Le Quang Minh stressed that the success of the congress strongly encouraged the military youth to overcome difficulties and challenges, seize new opportunities, maintain pioneering and creative spirit, stay united, and strive to advance Youth Union work and youth movements in the military in the coming time.
He requested agencies and units, right after the congress, thoroughly disseminate the results of the congress, study its documents, promptly develop and implement action programs and plans, and inspire strong emulation movements among military youth.
