Later on, the delegation offered incense at the historical site of Pu Don Hill in Phu Dinh commune. On May 28, 1948, on this hill, President Ho Chi Minh presided over the ceremony conferring the military rank of General upon Comrade Vo Nguyen Giap, Commander-in-Chief of the military and militia and self-defense forces. Entrusted by President Ho Chi Minh and the people, General Vo Nguyen Giap, together with other senior military officers, achieved historic victories with the globe-shaking Dien Bien Phu Victory ending the war and restoring peace in the Indochina as a highlight.
