Attending the conference were Senior Lieutenant General Huynh Chien Thang, Deputy Chief of the General Staff; Lieutenant General Le Quang Dao, Deputy Chief of the General Staff; and Lieutenant General Do Xuan Tung, Deputy Chief of the General Department of Political Affairs of the Vietnam People’s Army.

Over the past decade, the implementation of the decree has contributed to firmly safeguarding sovereignty, security, and order in maritime border areas; enhancing the responsibilities of local authorities, sectors, and functional forces; and improving public awareness among cadres, Party members, troops, and local communities. These efforts have played an important role in building a firm all-people border posture.

Border guard units have effectively coordinated with local Party committees and authorities in managing foreigners entering maritime border areas; providing guidance and processing entry procedures for more than 22.3 million people in accordance with regulations; and implementing electronic border-gate procedures via the National Single-Window mechanism with 100% of dossiers processed on time.

Border guard forces also mobilized nearly 149,000 officers and soldiers, along with 5,693 turns of vessels, and coordinated with localities to mobilize more than 2,500 civilian vessels and 10,916 citizens to participate in rescue and search activities.

Concluding the conference, General Nguyen Tan Cuong praised the achievements of agencies, units, and localities over the 10 years of implementing the decree. He requested ministries, sectors, local authorities, and border guard units to continue thoroughly grasping and implementing key national strategies, including the Fatherland protection strategy in the new situation, the National Border Protection Strategy, the National Security Strategy, and the Strategy for Sustainable Development of Vietnam's Marine Economy to 2030 with a vision to 2045, along with relevant conclusions and directives of the Party, the State, the Central Military Commission, and the Ministry of National Defense.

He stressed the need to strengthen dissemination efforts to improve people’s awareness of national sovereignty protection and strict compliance with laws and regulations governing activities in maritime border areas. Border guard units must enhance coordination with localities and relevant forces to grasp all situations; intensify patrols, inspections, and law enforcement; and strictly handle violations.

He also urged accelerating administrative reform, digital transformation, and the application of science and technology in state management over border and maritime defense; improving the mobilization of human resources and civilian vessels in safeguarding Vietnam’s maritime sovereignty, sovereign rights, and jurisdiction.

In addition, he called for maintaining readiness, close coordination, and effective response to situations related to civil defense, while rigorously implementing urgent measures on combating illegal, unreported, and unregulated (IUU) fishing. Agencies and units were also asked to advise on and expedite socio-economic development programs, poverty reduction projects, and transport infrastructure in coastal areas, while improving spiritual and material living conditions for locals in the maritime border areas.
