The conference noted that, over the past five years, Party committees and chains-of-command at all levels have strictly implemented key resolutions on advancing the defense industry and strengthening technical work through 2030 and beyond. Close coordination among units and institutions has enabled the development and execution of cooperation programs aligned with operational requirements, with clearly assigned responsibilities and strengthened oversight to ensure progress.
These efforts have helped maintain both the quantity and quality of weapons and technical equipment for training and combat readiness missions, while supporting the completion of major technical support programs and projects. Enhanced coordination has also strengthened the capabilities of researching, producing, and upgrading next-generation weapons and equipment, and ensured a stable supply of technical materials for timely support.
Additionally, cooperation has contributed to improving the qualifications and skills of technical personnel, enabling them to adopt new technologies in production, repair, and operation. Joint efforts in education and training, as well as in developing technical documentation, have further improved the effectiveness of technical support under current conditions.

The conference also identified existing limitations and proposed solutions to enhance coordination efficiency in the coming years.
In his concluding remarks, the deputy defense minister emphasized the need to further strengthen coordination among military units, research institutes, and factories in producing, repairing, upgrading, and modernizing weapons and technical equipment, as well as in manufacturing technical materials. He called for establishing closer links among manufacturers, user units, research institutions, and training establishments, alongside the development of lifecycle-based technical support plans from the initial stages of procurement and production.
Units operating weapons and technical equipment were tasked with reviewing and proposing requirements for repair, upgrade, and modernization to support the development of a project for the 2026–2030 period. Selected equipment must align with long-term planning through 2035 and avoid duplication with annual repair programs.

He also stressed the importance of improving the quality of technical material production, prioritizing high-tech products to replace imports, and building a highly skilled technical workforce. Units were urged to master existing production technologies and pro-actively propose further investment to enhance repair capabilities, ensuring greater autonomy in technical support and meeting the demands of modernization.
