In his remarks, the defense chief emphasized that the merging of the GDT and GDL into the General Department of Logistics - Technical Services was an important event, showing a new mindset and vision on adjusting the organization and personnel of the military logistics and technical sectors, better meeting the requirements of building the military, strengthening defense, and protecting the Fatherland.
Both general departments have made significant contribution and gained many victories and outstanding achievements; joined hands with the whole military and people to obtain great successes in the struggle for national liberation, national construction and protection; and fulfilled noble international duties.

General Phan Van Giang required the department to be fully aware of the position and significance of the merging and reorganization of the two departments, as well as its functions and tasks requirements.
In order to accomplish all assigned missions, the department should continue to well perform its strategic advisory role to the Central Military Commission (CMC), the MND on logistics and technical services for the whole military; build a comprehensively-strong, “typical and exemplary” unit; while maintaining and upholding the achievements of the logistics and technical sectors.

The department should enhance coordination with agencies, units, enterprises to raise the capabilities of research, design, manufacturing, and production of modern, high-tech weapons and equipment, ensuring defense and security, with a focus on strategic weapons to enhance national defense and protection capabilities.
Gen. Giang also underscored that the department should stay united, raise high determination with decisive actions to complete all assignments, deserving the trust of the Party, State, CMC, MND, and troops in the whole military.
