The conference aimed to review the achievements obtained during the 15-year implementation of Resolution 382 and point out shortcomings in carrying out the document. Delegates also drew experience in leading, directing, and carrying out the resolution and proposed orientations, missions, and methods to raise the quality and effectiveness of technical work from now to 2030 and the years to come.
At the event, delegates affirmed the special significance of the resolution. They said that the resolution is a new breakthrough in the leadership of the Central Military Commission over technical work.
Participants evaluated that with the proactive spirit, creativeness, and high responsibility of the Party committees and chains-of-command of agencies and units, technical work in the whole military has been effectively carried out with important and quite comprehensive achievements, ensuring the military’s self-reliance in technical equipment. Speaking at the meeting, General Phan Van Giang highly affirmed the importance of the resolution, which demonstrates the deep concern of the Central Military Commission and the Ministry of National Defense for military technical work to meet the requirements of national defense consolidation and national protection in the new period.
The defense minister appreciated the responsibility, efforts, pro-activeness, and creativeness of the Party Committees, commanding officers at all levels, and soldiers in the whole military, especially military technical personnel in implementing Resolution 382. Troops’ awareness of the technical work has been enhanced, while activities have been regularly renewed and effectively carried out.
The system of warehouses and technical supply facilities have been well invested, upgraded, and gradually modernized, while scientific research, education, training, and development of human resource for technical sector have been paid special attention to.
Notably, over the past time, technical work has made great contributions to ensuring weapons and equipment for military units to conduct training and combat readiness missions. Units have gradually mastered maintenance and production technologies.
At the meeting, General Phan Van Giang also analyzed the national and international situation, requirements of military building, national defense consolation, and Fatherland protection missions, and objectives set for the technical sector.
The defense minister said that from the conference’s outcomes, the Central Military Commission will discuss and agree to issue a new resolution to raise the effectiveness of technical work to fulfill both regular and unexpected missions, contributing to achieving the goal of building a revolutionary, regular, elite and modernized military by 2030 set by the Party and the Central Military Commission.

The defense leader asked agencies and units in the whole military to foster dissemination and education to raise the awareness and responsibilities of Party committees, commanding officers at all levels, and troops of technical work requirements and tasks.
Together with taking full advantage of resources of the State and localities to build technical facilities and develop weapons and equipment, the defense leader asked the service to focus on training military technical personnel to contribute to enhancing defense power to better meet task requirements in the new period.
General Giang urged the technical agencies and units to continue making recommendation to Party committees and chains-of-command at all levels to plan and build maintenance system in the whole military. He emphasized the need to foster scientific and technological research and innovation and promote application of scientific-technological advances to solving urgent issues in exploiting, maintaining, and modernizing weapons and equipment.
At the conference, the Ministry of National Defense announced the decision and awarded 78 collectives and 79 individuals with outstanding achievements in the 15-year implementation of Resolution 382.
