At the meeting, on behalf of the CMC and the Ministry of National Defense (MND), General Phan Van Giang briefed the delegates on global, regional and domestic developments, and military and defense tasks. He thoroughly conveyed the agenda and documents of the Congress, emphasized key regulations, duties and responsibilities of military delegates to the Congress.

The defense chief emphasized that the 14th National Party Congress is a landmark political event. Representing the Vietnam People’s Army, 99 delegates carry both the honor and responsibility of the entire military.
Gen. Giang urged delegates to strictly adhere to leadership directives, particularly General Secretary To Lam’s guidance from the 12th Military Party Congress. He called for high responsibility, exemplary conduct, and strategic contributions to ensure the Congress's success. Delegates must fully grasp the agenda, strictly follow election rules, and uphold Party discipline, demonstrating the exemplary role of the Military Party Organization.

Military delegates were urged to pro-actively participate in all contents and tasks set by the Congress; contribute opinions in line with the Party’s guidelines and viewpoints and with military and defense tasks; demonstrate a high level of unity on key issues concerning the Party, the State and the military; and deepen issues related to national defense, security and the tasks of the military.
General Phan Van Giang reaffirmed the awareness that the Vietnam People’s Army is the military of the people, by the people and for the people, placed under the absolute and direct leadership of the Party in all aspects; absolutely loyal to the Fatherland, the Party, the State and the people.
He emphasized the need to mobilize overall strength to build a revolutionary, regular, elite and modern military; develop solutions to build a truly healthy, strong and exemplary Military Party Organization and a politically, ideologically, morally, organizationally-strong military as the foundation for enhancing the overall quality and combat strength of the entire military.

The defense minister also stressed the need to thoroughly grasp and effectively implement the Fatherland protection strategy in the new situation; strengthen close coordination to promote the military’s key role in building a whole-people’s defense posture coupled with the people’s security posture in a new development era. He asked for further efforts to spread patriotism, the values of peace and independence, the spirit of self-reliance and resilience, and the heroic national atmosphere, and to enhance the noble image of Uncle Ho’s soldiers in the new era in the hearts of local people and international friends.
