CMC Deputy Secretary and Defense Minister General Phan Van Giang chaired the event.

At the conference, the CMC stated that the amendments and supplements of a number of articles of the Law on Officers must ensure the quality, position and prestige of the contingent of VPA officers, contributing to well performing the military’s functions and tasks; enhancing the overall strength; and firmly protecting the independence, sovereignty, unity and territorial integrity of the Fatherland.

According to a report delivered by Deputy Chief of the General Staff Lieutenant General Le Quang Minh, implementing the regulations of the Law on Promulgation of Legal Documents, the Ministry of National Defense (MND) developed a draft Law on Officers in line with the procedures; reviewed the implementation of the Law on Officers in 1999; amended and supplemented a number of articles of the Law on Officers in 2008 and 2014; and made recommendations on the building of a Law on Officers, among others. The draft Law on amendments and supplements to a number of articles of the Law on Officers will be submitted to the National Assembly for comments and approval at the 8th session.

Delegates agreed with the draft law, submissions and reports revealed at the conference, underlining that the amendments and supplements of a number of articles of the law aim to continue to institutionalize the Party's guidelines and policies and the State's law on the building the VPA, including the building of the contingent of VPA officers.

They also discussed the supplements of officers’ positions; the increase in the age of military service for officers; the adjustment and supplement to the highest ranks and military titles of officers in some units, to name but a few.

In his remarks, General Phan Van Giang applauded the pro-activeness and responsibility of the units in their task performance.

The defense minister required relevant agencies to receive comments and finalize the draft Law on Officers to send to the Ministry of Justice for appraisal, while completing the submission; related reports; and summary of comments from ministries and sectors, etc. to report to the Government and the Politburo.

Apart from implementing documents related to the draft Law, Gen. Giang required functional agencies to coordinate with each other to promptly build and complete decrees and circulars to unify with the amendments and supplements of the law.

Leaders of the agencies and units should continue to study and give opinions on the remaining issues to soon complete the draft law close to reality.
