This law was approved by the 10th National Assembly at its sixth session (in 1999) and came into effect on April 1, 2000. After two review conferences in 2007 and 2013, the Ministry of National Defense reported to the Government, submitted to the National Assembly for amending and supplementing the law in 2008 and 2014.

The Law on Officers of the VPA has seven chapters and 51 articles.
During the implementation process, the law has created a legal basis to build a strong contingent of VPA officers, serving as the core in building a revolutionary, standardized, elite, gradually-modernized military that fulfills all assigned tasks. It has also contributed to building the whole people’s defense posture coupled with the people's security posture, and building and firmly safeguarding the Socialist Republic of Vietnam.
At the meeting, delegates discussed and evaluated advantages, limitations, causes, difficulties and problems during the implementation of the law. They agreed on some contents related to the organization of the law review conference.
In his concluding speech, Gen. Giang praised the compilation agency for good preparation of documents, reports on the review of the law.

Clarifying a number of issues and the current situation of policies for officers in the military, the defense chief asked relevant agencies to continue to thoroughly grasp and seriously implement the law and related documents on the implementation of the law; amend, supplement or promulgate new documents to improve the effectiveness of law implementation and fix problems and inadequacies. He asked for the continuity of implementing the Resolution of the Politburo and the Central Military Commission on the organization of the Vietnam People's Army in the 2021-2030 period; gather shortcomings during the law implementation to submit to higher levels for amendments and supplements.
Gen. Giang also requested functional agencies to collect opinions of delegates at the meeting, continue to perfect documents, and make good preparations for the review conference on the law to make sure the event will take place as planned with good quality and efficiency.
