The directive issued on April 20 articulates: Party committees, political commissars and chains of command at all levels have thoroughly studied resolutions of the National Party Congress, the Military Party Organization Congress, the Party’s directives and resolutions on culture as well as the CMC’s action program to continue building and developing literature and art in the new period.

Party committees and chains of commands at all levels also instructed their affiliated units to comprehensively, seriously and harmoniously implement the resolutions and directives to achieve practical outcomes, and proposed good ideas and suggestions to the Party and State in support of making policies to better build and develop culture, literature and art.
Besides, military units actively carried out culture, literature and art activities with close attachment to the country’s reality, the army’s tasks and troops’ lives, which was considered a sharp weapon in the cultural and ideological front while improving cultural life for troops and directing them to healthy culture, art and literature. Meanwhile, the contingent of military artists followed their predecessors to create numerous valuable works to serve troops and people.
However, there remain shortcomings that need to be fixed, such as several party committees and commands undervaluing the role of literature and art; the role of cadres in charge undervalued; criticism and struggle against negative phenomena in culture, literature and art ineffective at times; and literature and art works about the armed forces and revolutionary wars not so excellent as expected by troops and people.
Therefore, to improve the quality and effectiveness of the culture, literature and art work to meet the requirements of building the army and defending the Fatherland in the current context, the Standing Committee of the CMC has asked Party committees, political commissars, and chains of command of units at all levels to direct their units to well implement resolutions and directives on renovation of culture, literature and art work, on building up and developing literature and art in the new period and on preventing harmful cultural products with bad impacts on social ethics from entering military units.
Besides, it is needed to raise awareness and responsibilities of officers, soldiers and military artists of the role of culture, literature and art in the current context while encouraging creating high-quality works that to vividly reflect troops’ lives and their missions of building the country and defending the Fatherland in the new period.
Furthermore, units were tasked to continue the campaign “Building a nice, healthy and diverse cultural environment” in combination with the movement “All people unite to build a cultural lifestyle”; to concentrate on promoting the revolutionary morals; to be active in international exchanges on culture, literature and art; to build a high-quality contingent of military artists; to proactively combat erroneous viewpoints on culture, literature and art as well as to bar harmful products from infiltrating into the barracks; and to further build up a healthy lifestyle, working style and cultural behavior among cadres and troops.
