Accordingly, the first phase of the KC.BM program has completed all set targets, including the application of new and modern techniques and technology to manufacture products, contributing to raising the capability and efficiency of the management and clearance of bombs, mines, and explosives left over from the war in Vietnam; promoting socio-economic development; and reducing dependence on other countries.

All implemented projects have fulfilled research content as planned. During the implementation, the host (Engineering Corps) has closely coordinated with the program’s steering committee and the management agency (Department of Military Science) to well implement management work in accordance with the regulations of the State and the MND. Meanwhile, the qualification of participants has been comprehensively improved in both theory and practice.

Speaking at the conference, Sr. Lt. Gen. Hoang Xuan Chien acknowledged and applauded the outcomes gained by the KC.BM program in the first phase, emphasizing that the Department of Military Science would continue to require relevant units to complete procedures for recognizing and transferring the results of projects; work with the Engineering Corps and other agencies and units to continue to study and give advice to the MND on the implementation of science and technology tasks, as well as the research and manufacturing of equipment and means to improve the efficiency of the clearance and disposal of bombs, mines, and explosives, among others.

At the event, the MND honored four collectives and ten individuals for their outstanding achievements in the KC.BM program’s implementation.

* On the same day, Deputy Defense Minister Sr. Lt. Gen. Le Huy Vinh worked with the Department of Planning and Investment and relevant agencies and units on administrative procedure reform in planning and investment sector.

In 2023, the Department of Planning and Investment advised defense leaders to issue circulars to specify the contents related to internal administrative procedure reform of group B; focus on strengthening decentralization and authorization for MND’s agencies and units; and review and build legal documents to promote decentralization, and reduce and simplify unnecessary contents.

The department and relevant units have enhanced the application of shared software, usage of electronic documents, and processing of documents in the electronic environment. The database system of planning and investment sectors has been regularly used and updated. Attentively, the department has coordinated with Viettel to deploy paperless meeting room software and personal digital signatures, and more. 

In his remarks, Sr. Lt. Gen. Le Huy Vinh spoke highly of the administrative procedure reform and digital transformation of the department and relevant units. In the time to come, Gen. Vinh required the department to develop and promulgate a set of indicators to evaluate the satisfaction of agencies and units and collaborated with Command 86 to guide agencies and units to implement projects and tasks under the MND’s digital transformation project in the 2024-2025 period.

The agencies and units should boost the application of personal digital signatures and accomplish the mission of building a digital ecosystem in the planning and investment sectors for the 2024-2025 period.
