At the meeting, Lao Party General Secretary and President Thongloun Sisoulith highly appreciated the visit, affirming that Vietnam and Laos are like brothers in one family. He stressed that within the special solidarity between the two countries, the bond between the two militaries is “special among the special.”

He expressed confidence that through this visit, cooperation between the two General Staffs and militaries would become more practical and effective, contributing to everlasting and sustainable Vietnam - Laos relationship.

The Vietnamese official expressed Vietnam’s deep gratitude for the great and effective support that the Lao Party, State, military and people have given their Vietnamese counterpart during its past struggle for national independence and ongoing national construction and defense.

He shared the results of his meetings with Lao defense chief and his Lao counterpart and reaffirmed that in all circumstances, Vietnam always attaches importance to preserving and promoting the loyal and special Vietnam - Laos relationship. He also expressed confidence that under the leadership of the Lao People’s Revolutionary Party, Laos would continue achieving greater success in national renewal and development.

Earlier, during his courtesy call on General Khamliang Outhakaysone, General Nguyen Tan Cuong congratulated him on his appointment as Deputy PM and Minister of National Defense of Laos.

On the occasion of the Lao traditional New Year, he extended best wishes for health, happiness and success to the host and his family, and conveyed greetings from Vietnamese Deputy PM and Minister of National Defense General Phan Van Giang.

Gen. Cuong informed the host of the successful talks with his Lao counterpart, during which both sides agreed to closely coordinate in implementing the Protocol for 2025-2029 and the cooperation plan 2026.

He hoped that the host would continue directing relevant Lao agencies and units to coordinate with their Vietnamese counterparts to successfully organize the third Vietnam - Laos border defense friendship exchange, the annual meeting of defense ministers of Vietnam, Laos and Cambodia, and a joint non-traditional security challenges response exercise among the three militaries in Hanoi.

He hoped for Lao Government and the Lao leader’s continued support to Vietnamese enterprises, including military businesses, investing in Laos. He conveyed Gen. Giang’s invitation to Lao military leaders to attend the third Vietnam Defense Expo scheduled for this December in Hanoi and welcomed the participation of military enterprises in this event.

General Khamliang Outhakaysone expressed his delight at Vietnam’s achievements in national development and Vietnamese people’s constantly improved living standards.

He spoke highly of Vietnam and its military’s support to their Lao counterparts and Vietnam’s Defense Ministry’s special priority given to military-defense cooperation with Laos across all fields.

He hoped that the two defense ministries would continue grasping situational developments, give suggestions to senior leaders on cooperation areas and effectively implement cooperation plans.
