Speaking at the closing ceremony, Major General Vu Cuong Quyet, Director of the Institute for Defense Strategy, said that participants at the workshop listened to experts’ opinions, reports, and questions and answers related to the theme “Strengthening ASEAN’s capacity and resilience in the ADMM+ amid global geopolitical changes.” He evaluated that although delegates gave analytical opinions from many different angles and fields, they reached some common views.

First of all, Southeast Asia, as a geographical region, continues to be a dynamic development area and a bright example in economic development in the context that the world economy is suffering from the impacts of the COVID-19 pandemic and increasingly attracts the attention of major countries and international power centers. ASEAN, as a regional organization, is playing a leading role in regional cooperation mechanisms at many different levels, including the ASEAN Defense Ministers' Meeting Plus (ADMM+).

Second, besides advantages, Southeast Asia has faced and will face many difficulties and challenges, both traditional and non-traditional security challenges. Especially, strategic competition among major countries and non-traditional security challenges with new characteristics are factors that can cause risks and instability to the region.

Third, in recent years, despite many difficulties and challenges, defense cooperation within ASEAN has seen many achievements, contributing to building trust, strengthening solidarity and the central role of ASEAN in regional cooperation mechanisms. At present and in the coming time, ASEAN defense cooperation in general and cooperation within the ADMM+ framework in particular, will continue to develop extensively and intensively, accelerate the formation of new processes and coordination mechanisms, strengthen practical cooperation activities, expand cooperation in new fields, and promote links with other cooperation mechanisms.

Fourth, global geopolitical fluctuations require ASEAN to constantly promote its capacity and self-reliance to strengthen its central role and improve the effectiveness of cooperation in ADMM+ for the security and interests of each country, making practical contribution to peace and stability in the region and the world.
