An overview of the conference |
The Vietnamese defense delegation, led by its Deputy Defense Minister Senior Lieutenant General Hoang Xuan Chien, attended the event.
The ASDOM+ aimed to evaluate cooperation outcome in the framework of the ASEAN Defense Ministers’ Meeting (ADMM) and the ADMM Plus (ADMM+), especially the seventh ADMM+ Experts’ Working Group, while reviewing initiatives and important documents to propose to ADMM and ADMM+ as well as preparation work for the 17th ADMM and 10th ADMM+, scheduled to take place in this November.
Speaking at the opening ceremony, the head of the host Indonesian delegation hailed the support of the member countries for Indonesia as ASEAN Chair 2023, noting that the conferences hold important significance in realizing cooperation contents and goals in the framework of ADMM and ADMM+ via promoting dialogue and substantive cooperation between ASEAN and partner countries; sharing their concerns about world and regional situations so as to boost mutual understanding, contributing to the success of this year’s theme “Peace, Prosperity and Security.”

During the conference, Gen. Chien delivered a speech, sharing Vietnam's viewpoints on current situations in the region and the world, and proposed measures for defense cooperation between ASEAN and partner countries. He held that there are many security, traditional and non-traditional challenges facing the region and the world, especially maritime security. These challenges have caused severe consequences, requiring the joint efforts of the international community.
Regarding marine security, the Vietnamese deputy defense minister underscored the significance of ensuring peace, stability and security in the East Sea (South China Sea) due to its important role in maritime trade in the region and the world, affirming that Vietnam consistently pursues resolving all disputes at sea by peaceful means, on the basis of international law, including the United Nations Convention on the Law of the Sea (UNCLOS) 1982. The country also strictly observes the Declaration of the Conduct of Parties in the East Sea (DOC) and accelerates the early signing of a practical and effective Code of Conduct in the East Sea (COC).

Discussing defense cooperation between ASEAN and partner countries, Gen. Chien held that during its construction and development, ASEAN has attached much importance to expanding external relations with other partners, building trust so as to respond to mutual challenges, thereby building the strong ASEAN community and developing the central role of ASEAN.

On the sidelines of the ADSOM, ADSOM+, Gen. Chien had bilateral talks with the head delegates of Indonesian, Japanese, and Australian; and met with representatives of delegations from China, Russia, India, Cambodia, Thailand, and Malaysia, among others, to map out solutions to implement important contents related to bilateral defense cooperation, especially delegation exchange, defense strategy and policy dialogue mechanism, important defense and security events, to name but a few. The bilateral meetings made contribution to promoting political trust, cooperation, paving the way for the defense cooperation between Vietnam and partner countries in the time ahead.
