General Phan Van Giang congratulated Chan Chun Sing on his appointment as Minister for Defense and Minister-in-Charge of the Public Service of Singapore. He expressed confidence that under Chan’s leadership, the Singaporean Ministry of Defense would continue to strengthen and deepen its comprehensive cooperation with the Vietnamese Ministry of National Defense, enhancing the defense capabilities of both sides and laying a solid foundation for bilateral relations.

General Phan Van Giang emphasized that the elevation of the Vietnam-Singapore relationship to a comprehensive strategic partnership in March 2025 marked a new chapter in bilateral ties. In this context, defense and security cooperation would continue to grow strongly, substantively, and effectively, remaining one of the key pillars of the Vietnam-Singapore partnership.
He also praised Singapore’s prominent role and positive contributions to international and regional issues, especially within the ASEAN framework, helping strengthen internal cohesion and elevate ASEAN’s position both regionally and globally. Vietnam hopes that Singapore will continue to play an active role in advancing the goals of the ASEAN Community in collaboration with Vietnam and other ASEAN member states.
Meanwhile, General Phan Van Giang expressed satisfaction with the trustworthy and substantive bilateral defense cooperation achieved in recent years. This includes delegation exchanges at various levels, effective maintenance of dialogue and consultation mechanisms, military-to-military cooperation, maritime security, training, young officers’ exchanges, and mutual support in multilateral forums.

Minister Chan welcomed General Phan Van Giang’s participation in the 22nd Shangri-La Dialogue and affirmed that bilateral defense cooperation has significantly contributed to enhancing political trust and deepening ties between the two nations. He committed to working closely with the Vietnamese Ministry of National Defense to effectively implement the agreed cooperation agenda.
Both ministers expressed their desire to continue increasing delegation exchanges, particularly at the high level; maintaining effective existing consultation and dialogue mechanisms; exploring the establishment of an Air Force Consultation Mechanism; enhancing training cooperation through the signing of training agreements; strengthening cooperation in military services, search and rescue, and maritime security; and promoting collaboration in military medicine and cybersecurity, including seconding officers from the Command 86 of the Vietnamese Ministry of National Defense to work at Singapore’s ADMM Information and Cybersecurity Center.
They also agreed to continue consulting and supporting each other at multilateral defense and security forums within ASEAN.
On this occasion, General Phan Van Giang extended an invitation to Minister Chan to pay an official visit to Vietnam at the earliest opportunity.
