Immediately after the welcome ceremony, the two delegations participated in the first activities of the program in Vietnam’s Tay Ninh province.

General Phan Van Giang and General Tea Seiha jointly planted a friendship tree at the border gate.

They then observed a joint military medical exercise between the two militaries.

The exercise simulated cooperation between the two militaries and local medical forces in rescuing victims affected by prolonged heavy rains causing flooding, geological instability, and the collapse of three high-rise construction complexes, resulting in significant casualties among workers and local residents.

It included joint command of medical units; emergency response at the scene; triage and treatment at field stations; and evacuation by ambulance and helicopter. This event helped strengthen coordination capabilities between the two sides, particularly in terms of on-site command, search-and-rescue, emergency aid, and specialized treatment, to meet the common goal of protecting the lives and health of the people of Vietnam and Cambodia.

Later, the two delegations attended a ceremony establishing the twinning relationship between Long Cuong hamlet in Long Thuan commune, Tay Ninh province, and Otamo hamlet in Monorum commune, Svay Teap district, Cambodia’s Svay Rieng province.

Under the agreement, residents of Long Cuong and Otamo hamlets will strictly comply with each country’s laws and the signed border agreements; actively engage in border protection; and exchange experience, support each other in crop and livestock conversion, production techniques, and building community infrastructure.

The two defense ministers present gifts to the two newly-twinned hamlets.

They will also organize visits during holidays and traditional festivals, and promote cultural exchange and understanding. Every three months, the two sides will alternately hold meetings to exchange information and resolve issues. In case of urgent matters, the concerned side will promptly notify the other for joint resolution. Major or border-related issues will be reported to local authorities and border management forces.

Also in the morning, the two delegations attended the inauguration ceremony of the new boarding classroom complex at Ben Cau Primary School in Thuan Lam hamlet, Ben Cau commune. Built under the sponsorship of the Vietnamese Ministry of National Defense, the complex is a three-storey building with 12 rooms, including a computer room, a library, and six classrooms.

Addressing the event, Gen. Tea Seiha emphasized the long-standing, close time-honored friendship between Cambodia and Vietnam, and the cooperation between the two Ministries of National Defense. He spoke highly of the higher teaching and studying quality of the school, creating favorable conditions for the comprehensive development of students in knowledge and skills, contributing to local educational development.

He wished all Cambodian and Vietnamese students success in their studies and future, becoming good citizens, contributing to each country’s prosperity.

At noon on November 13, the two delegations held talks. 

On the afternoon the same day, the Vietnamese and Cambodian delegations concluded their activities within the framework of the second exchange in Tay Ninh province. Deputy Minister of National Defense Sr. Lt. Gen. Nguyen Truong Thang chaired a farewell ceremony for the Cambodian Minister of National Defense and his entourage at Moc Bai International Border Gate. 

The exchange will continue on November 14 with activities in Cambodia's Svay Rieng province.
