According to the training program, Lao officers will study eight themed topics on mass mobilization, go on field trips and exchange experiences on mass mobilization activities at selected units of the Vietnam People's Army, and visit several of Vietnam's cultural and scenic landmarks.

The course is a practical cooperative activity, helping promote information exchange, mutual support across various areas of work, and enhanced effectiveness of mass mobilization of both militaries. It also contributes to strengthening the special solidarity and friendship between the two parties, the two states, the two militaries, and the people of Vietnam and Laos.
In his opening remarks, Deputy Director of the Department of Mass Mobilization Senior Colonel Vu Thanh Minh requested instructors to adopt concise, clear, and easy-to-understand teaching methods so that the Lao trainees can effectively apply the experience in their own practical work in the future.
He also called on the trainees to uphold a strong sense of responsibility, overcome challenges related to weather conditions and facilities, actively engage in dialogue and discussions to fully grasp the core issues, and strictly comply with regulations on military foreign affairs and the rules of the course to ensure absolute safety throughout the course.

He asked the organizers of the course to closely follow the training program, maintain close coordination with relevant agencies and units, proactively and flexibly address any issues arising within its authority, promptly report significant matters to the GDP leadership, and ensure that the course is practical, effective, and fully achieves its objectives.
In his speech, Lao Defense Attaché to Vietnam Colonel Viengxay Soulivong expressed confidence that the trainees would gain valuable knowledge and practical experience that could be applied creatively and effectively in task performance of the Department of Grassroots Development under the GDP of the Lao People's Army, thereby further deepening the traditional friendship and special solidarity between Laos and Vietnam.
