Assoc. Prof., Dr. Tran Hoang Ngan, a National Assembly deputy and Chairman of the Advisory Council for Breakthrough Development at Saigon University, will chair the board. He brings years of experience in economic research and policy advisory, with a focus on macroeconomics, finance - banking, monetary policy and institutional reform.

Notably, Philip Rösler, former German Vice Chancelor and former Managing Director of the World Economic Forum (WEF), joins with expertise in international strategic cooperation, digital assets, aviation finance, and engagement with investors and financial institutions.
Former U.S. Ambassador to Vietnam Marc Knapper also joins, bringing experience spanning diplomacy, trade, investment, Vietnam-U.S. relations, energy, education and international cooperation.
The board also includes senior experts who led operations at major global financial hubs, namely Stephen Glynn, former CEO of the Astana Financial Services Authority and ex-head of enforcement at the Dubai Financial Services Authority; Jeff Singer, former CEO of the Dubai International Financial Center; and Bhaskar Dasgupta, former head of market infrastructure at Abu Dhabi Global Market.
Another notable appointee is Jochen Biedermann, Managing Director of the World Alliance of International Financial Centers, who has extensive expertise in financial center development, fintech, digital assets, digital economy, international cooperation among financial hubs, and innovation ecosystems.
Representing investment and fintech are Don Lam, Founding Partner and CEO of VinaCapital; Chia Hock Lai, Chairman of the Responsible Fintech Institute and Co-founder and Chief Strategy Officer of Embed Financial Group Holdings; and Sam Van, Founder and CEO of SRO Partners.
Domestic members include Prof., Dr. Nguyen Khac Quoc Bao, Vice President of the University of Economics Ho Chi Minh City; Assoc. Prof., Dr. Hoang Cong Gia Khanh, Rector of the University of Economics and Law; and Dr. Luu Ngoc Hiep, Dean of the Faculty of Finance and Banking at the University of Economics & Business under the Vietnam National University, Hanoi.
The advisory board will support research, provide policy advice and recommend strategic directions for the centre’s development, the VIFC-HCMC Executive Board said.
Through regular consultation, the center aims to build a modern, transparent and highly connected financial ecosystem capable of attracting investment, spurring innovation and lifting Vietnam’s standing in global and regional finance.
