On behalf of the leadership of the VPN, Vice Admiral Tran Thanh Nghiem congratulated Sr. Col. Jiangbo on his new post as the Chinese defense attaché to Vietnam. He believed that the Chinese officer would have a successful working term and make a positive contribution to the development of the Vietnam-China bilateral defense ties in the coming time.

The Vietnamese naval chief affirmed that China is a neighboring country and a traditional friend of Vietnam with similarities in their political system. Both countries are led by a communist party. Developing ties with China has always been top priority in Vietnam's foreign policy.

He underlined that over the past time, the ties between the VPN and the People's Liberation Army Navy of China and the Southern Theater Command of the Chinese People's Liberation Army (PLA), have been increasingly reinforced. Naval senior leaders of the two countries have regularly visited each other, made phone calls, and met within the framework of multilateral international events to promote bilateral cooperation and share issues of mutual concern.

In 2023, the VPN and the Southern Theater Command of the Chinese PLA signed a "Memorandum of Understanding (MoU) between the Ministry of National Defense of the Socialist Republic of Vietnam and the Ministry of National Defense of the People's Republic of China on joint patrols in the waters of the Gulf of Tonkin"; a MoU on establishing a hotline between the Naval Service of Vietnam and the Southern Theater Command of the Chinese PLA, creating a premise for the deployment of joint patrols between the two sides and the exchange of maritime information, and the visits by naval ships of the two countries.

The Commander of the VPN hopes that Chinese defense attaché will promote his role to actively enhance defense relations between the navies of the two countries and between the VPN and the Southern Theater Command of the Chinese PLA with a focus on all-level delegation exchanges to diversify the areas of cooperation, contributing to promoting friendly relations and strengthening political trust between the two countries' militaries and navies. He also emphasized the need to effectively utilize mechanisms of hotline and joint patrol in the waters of the Gulf of Tonkin.

Expressing his honor to be appointed as the Chinese defense attaché to Vietnam, Sr. Col. Jiangbo fully agreed with the Vietnamese naval chief’s suggestions.

Also, he affirmed his readiness to cooperate with functional agencies of the Vietnamese Ministry of National Defense and the Naval Service to promote the bilateral defense relations on the basis of the common perception of the two countries’ senior leaders.
