The Lao general is accompanying Lao Prime Minister Sonexay Siphandone on his official visit to Vietnam and to attend the third ASEAN Future Forum.
At the meeting, General Phan Van Giang congratulated General Khamliang Outhakaysone on his new appointment and wished him a successful working visit to Vietnam. He emphasized that, in recent years, bilateral defense cooperation has continued to be implemented comprehensively, extensively, and substantively, remaining an important pillar of the Vietnam - Laos great friendship, special solidarity, comprehensive cooperation, and strategic cohesion.

Regarding future cooperation, the Vietnamese minister suggested the two sides continue exchanges of delegations at all levels, effectively maintain existing cooperation mechanisms, and enhance cooperation in Party and political work. He also called for close coordination in preparations for the third Vietnam - Laos Border Defense Friendship Exchange, the annual meeting of the Defense Ministers of Vietnam, Laos, and Cambodia, and the the joint exercise on responding to non-traditional security challenges among the three militaries.
Minister Phan Van Giang suggested the two sides direct their relevant agencies to develop practical activities to mark two major milestones in 2027, namely the 65th anniversary of diplomatic relations and the 50th anniversary of the signing of the Treaty of Amity and Cooperation. He also proposed continued close coordination in the search for and repatriation of the remains of Vietnamese volunteer soldiers and advisors who sacrificed their lives during wartime in Laos, expressing his hope that the Lao Ministry of National Defense would continue to provide support and guidance to advance this cooperation.

On this occasion, he invited his Lao counterpart, the Lao Ministry of National Defense, military, and defense industry enterprises to attend and exhibit products at the third Vietnam Defense Expo, slated for December 2026.
Minister Khamliang Outhakaysone accepted the invitation with pleasure.
Highlighting the fruitful time-honored friendship between Vietnam and Laos, the Lao general affirmed that leaders of the two defense ministries regularly hold meetings and exchanges, further strengthening bilateral defense ties. He spoke highly of the effective cooperation in delegation exchanges, information sharing, joint border patrols, personnel training, and coordination in the search for and repatriation of Vietnamese fallen troops’ remains.
He proposed the two ministries continue to implement agreed areas of cooperation in a more effective and substantive manner, thereby deepening bilateral defense ties.
