Visiting Deputy Defense Minister Senior Lieutenant General Hoang Xuan Chien made the statement during his meeting with Russian Deputy Prime Minister Dmitry Chernyshenko on July 6 in Moscow.

Gen. Chien was leading a high-ranking delegation of the Vietnamese Ministry of National Defense (MND) to visit Russia from July 5-7.

The Russian government leader confirmed that Vietnam is a long-term and reliable partner of Russia and the two countries’ relationship is built on the solid foundation of friendship and mutually-beneficial traditional cooperation.

He said that Russia is interested in promoting cooperation in various fields, particularly trade and investment, science and technology, education and culture.

Deputy PM Chernyshenko highly appreciated activities of the Vietnam - Russia Tropical Center which has marked its 35th founding anniversary (1988 - 2023), and expressed his belief that with its achievements and breakthroughs in scientific research, the center will become a leading scientific research center in the region and the world.

On July 7, Gen. Chien, as head of the Vietnamese Sub-committee of the Intergovernmental Coordinating Committee for the Vietnam - Russia Tropical Center, and Mogilevskiy Kotanstin Ilich, Deputy Minister of Science and Higher Education of Russia and head of the Russian Sub-committee co-chaired a regular session of the committee.

The two sides hailed, acknowledged, and spoke highly of the outcomes of the scientific and technological activities carried out in the first six months of this year and other activities related to potential building for the center, the celebration of the center’s 35th founding anniversary, and the reception of the first-class Labor Order.

Regarding the strategy on developing the center by 2030, the two sides agreed to study and opine a draft of strategies and assign the center to supplement and complete to submit to the co-chairs of the committee for approval at the committee’s 34th session.

On this occasion, on behalf of the State President of Vietnam, Gen. Chien handed over the Friendship Order to Aleksey Svichit, Deputy Director General on the Russian side of the Vietnam - Russia Tropical Center.

Earlier, on July 6, Gen. Chien and a leader of the Russian Ministry of Defense co-chaired the sixth Vietnam - Russia Defense Strategic Dialogue, during which the two sides frankly exchanged international and regional issues of shared concern.

Both officials praised the effective implementation of the bilateral defense cooperation contents according to signed agreements and cooperation mechanisms since the fifth dialogue in December 2019 with Vietnam as the host. They highlighted cooperation in delegation exchange, personnel training, cooperation between corps and services, and within the framework of the Vietnam - Russia Tropical Center, and cooperation in military communications and military history, among others.

To promote the accomplishments, the two sides consented to continue maintaining the annual defense strategic dialogue at deputy defense minister level; and share viewpoints on strategic issues in a timely manner. They agreed on important orientations to develop the bilateral defense ties and stressed on the need to enhance cooperation in exchange of all-level delegations, training of high-quality human resources, sharing of military building experience; consider expanding cooperation in such areas as U.N. peacekeeping operations, settlement of war legacy, exchange between agencies specialized in strategic research, cyber security, logistics and technical services assurance; closely coordinate in multilateral forums, especially ASEAN-led mechanisms, including the ASEAN Defense Ministers’ Meeting Plus (ADMM+).

During his working visit to Russia, the Vietnamese deputy defense minister paid a courtesy visit on Russian Minister of Defense General Sergei Shoigu, laid a wreath at President Ho Chi Minh Monument in Moscow, and visited the Vietnamese Embassy in Russia.
