Built on two platforms developed by Viettel, namely Viettel Tammi and Viettel Tendoo, the model is designed to help local governments improve administrative efficiency, enhance public services, accelerate digital economic growth, and strengthen local digital transformation indicators.
Viettel Tammi is a unified digital platform connecting authorities, citizens, and businesses, enabling local authorities to transition from traditional administrative services to faster and more convenient digital interactions.

Viettel Tammi and Viettel Tendoo developed to help local governments improve administrative efficiency, enhance public services, accelerate digital economic development, and strengthen local digital transformation indicators |
The platform allows localities to establish verified communication channels with citizens and businesses, helping prevent impersonation while disseminating policies, public information, and alerts to the appropriate audiences. It also supports two-way communication by enabling citizens to submit feedback, applications, and survey responses online. Artificial intelligence assists users with information searches and administrative procedures, reducing the workload of single-window service desks and call centers. In addition, the platform connects neighborhoods, residential communities, schools, businesses, and organizations within a single digital environment.
The deployment of Viettel Tammi is expected to help localities improve operational efficiency, strengthen public engagement, enhance the quality of public services, and support improvements in Digital Government, Digital Society, and citizen satisfaction indicators.
Viettel Tendoo is a digital platform designed for household businesses, cooperatives, and small enterprises, providing integrated solutions for business management, sales, finance, accounting, taxation, and e-commerce. The platform helps accelerate digital transformation among these businesses, increase the adoption of digital transactions, electronic invoicing, cashless payments, and e-commerce, while standardizing business data to support market analysis and more effective economic policymaking. It also enhances businesses' digital readiness, contributing to stronger digital economy indicators.
Unlike standalone digital solutions, Viettel's model connects authorities, citizens, and businesses within a single digital ecosystem. Viettel Tammi advances Digital Government and Digital Society by improving public services, strengthening community engagement, and expanding digital services, while Viettel Tendoo promotes the Digital Economy by helping household businesses, cooperatives, and small enterprises improve competitiveness through digital transformation.
Together, the two platforms create a comprehensive digital transformation model beginning at the grassroots level, enabling local governments to implement Digital Government, Digital Economy, and Digital Society initiatives in a coordinated manner. The model supports smart city development, improves residents' quality of life, and promotes sustainable economic growth.
Following its launch in Hanoi, Viettel is ready to work with provinces and cities nationwide to deploy the comprehensive local digital transformation model based on each locality's needs and conditions, contributing to Vietnam's national digital transformation goals.
