General Phan Van Giang speaks at the event.

The launch marked an important step forward in the development of semiconductor technology and national cryptographic security, laying the groundwork for safeguarding national digital sovereignty through core technologies.

Speaking at the ceremony, General Phan Van Giang emphasized that the successful integration of the national MKV block cipher algorithm into the VGC v1.0 chip, along with the development of a new-generation secure semiconductor platform, demonstrated Vietnamese scientists’ ability to master the entire technological process, from cryptographic algorithm research and chip architecture design to testing.

He noted that the achievement represented a new milestone in mastering foundational and core technologies and developing a “Make in Viet Nam” secure semiconductor platform.

On behalf of the Central Military Commission and the Ministry of National Defense, General Phan Van Giang commended the spirit of self-reliance, determination and initiative demonstrated by the Government Cipher Committee and Viettel, particularly Factory M2 and the Viettel Semiconductor Center, in jointly developing the chip and secure semiconductor platform.

Their achievements have helped strengthen Viet Nam’s strategic autonomy in security technologies.

The General stressed that mastering secure semiconductor technology was not merely a scientific and technological task, but also a political mission closely linked to safeguarding national sovereignty in cyberspace.

To build on these achievements, he urged the two organizations to strictly follow five guiding principles: “Autonomy, Security, Dual-use Applications, Human Resources and Unity.”

Regarding autonomy, he emphasized the need to master foundational and core technologies, promptly translate cooperation agreements into concrete action plans, and accelerate testing, certification and evaluation toward mass production and practical deployment.

On security, he stressed that protection must be built into products from the design stage, with strict controls throughout development, manufacturing, testing and integration, in compliance with cryptographic technical standards and regulations on protecting state secrets.

For dual-use applications, he called for developing secure semiconductor platforms capable of serving cryptographic, national defense and security requirements, while also supporting national digital transformation and the protection of critical information infrastructure.

Regarding human resources, he underscored the need for effective policies to attract, develop and retain talented personnel, particularly semiconductor design engineers and cryptography experts, while creating favorable conditions for young scientists to contribute and grow.

On unity, he called on ministries, agencies, local authorities, enterprises and relevant organizations to support and prioritize domestically developed secure semiconductor products, while improving mechanisms for procurement, testing and practical application.

General Phan Van Giang expressed his hope that officers, engineers, experts and scientists would maintain firm political resolve, strong professional expertise, strict security discipline and high aspirations in fulfilling their assigned tasks.

He voiced confidence that the Government Cipher Committee and Viettel would continue making technological breakthroughs and developing more high-tech products, contributing to greater autonomy in national defense and cryptographic security and the firm protection of national sovereignty in cyberspace.
