In tornado-hit Ninh Binh province, the figure dropped to under 2%, with signals almost fully restored.
To ensure rapid recovery, Viettel has mobilized more than 100 additional emergency response teams, raising the total number to nearly 600 teams with around 1,500 personnel nationwide. They were deployed based on expertise in BTS, transmission, power systems, and fixed telecommunications. This allowed faster restoration of services, securing communications for local authorities and local residents.

After the storm, hundreds of BTS in Thanh Hoa and Ha Tinh lost power, and many fiber optic lines were damaged by strong winds and floods. Technical teams operated on-site generators, transported fuel with specialized vehicles, and in some cases trekked for hours through flooded and landslide-hit areas to maintain signals. In Thanh Hoa, nearly 900 stations went down, but by September 30, more than 90% had been restored. In Ha Tinh, mountainous communes were reached promptly, while in Ninh Binh, signals were quickly recovered.
Beyond infrastructure repair, Viettel offered support to customers in affected regions. Stores, technical stations, and employees’ homes were turned into free charging points. Over 73,000 customers isolated by flooding in Nghe An, Thanh Hoa, Lao Cai, and Ha Tinh were credited VND 20,000 each for five days of communications, while 40,000 postpaid subscribers had billing suspensions deferred.
Earlier, on September 28, before Typhoon Bualoi made landfall, Viettel held an emergency meeting to roll out comprehensive response measures, activating its “four-on-the-spot” mechanism and placing its entire system on the highest alert. Coastal BTS were inspected and reinforced, while thousands of backup generators, batteries, and fiber optic cables were positioned for immediate replacement in case of failure.
A Viettel representative emphasized that telecommunications infrastructure is essential and plays a vital role in disaster prevention, rescue, and relief operations. The representative added that no matter how harsh the conditions, Viettel is determined to ensure that no area is left isolated from communication during storms and floods.
