The conference was co-chaired by Rear Admiral Nguyen Huu Thoan, Secretary of the Party Committee and Political Commissar of the Naval Academy, and Tran Minh Tri, Deputy Head of the Commission for Information, Education and Mass Mobilization of the Dak Lak provincial Party Committee.

In the 2020-2025 period, the two sides comprehensively innovated the content and methods of dissemination, organizing 70 sessions for thousands of local people. The academy effectively integrated sovereignty dissemination with military admission consulting, mass mobilization activities, and exchanges between twin units. Additionally, the unit hosted receptions for over 60 delegations of officials and students from Dak Lak.

Regarding the direction for 2026-2030, both sides agreed to maintain a quarterly mechanism for exchanging information on the sea and island situations and sovereignty protection results. The Naval Academy will continue sending troops to educational institutions and localities in the province to conduct extensive dissemination campaigns.

Notably, both sides pledged to promote the “Vietnam People’s Navy serves as a fulcrum for fishermen to reach out to sea, cling to sea” program and the “Naval troops sponsor children of fishermen” activity. Medical support, search and rescue operations, and dissemination of regulations against illegal, unreported, and unregulated (IUU) fishing were also identified as key cooperation contents for the up-coming period.
