All people in Na Cay village, Cao Son commune, Bach Thong district are Dao ethnic minorities. The village is located 14 kilometers from the center of Cao Son commune, and the transportation is very difficult. Therefore, most students from Na Cay village often study at nearby schools located in My Thanh commune. Additionally, due to the difficult living conditions, without the government’s support, many families cannot afford to take their children to go to school.

Thuan Mang Primary School in Thuan Mang commune, Ngan Son district was built over 30 years ago, therefore, its facilities have degraded significantly. Learning about the situation, the local authority and functional agencies have invested VND 20 billion to build two buildings to help the school meet the requirements for facilities, aiming to reach national standards. In addition, the students also benefit from various support policies provided by the government, thereby they would feel secure to go to school.
According to Chu Ngoc Duong, Headmaster of Thuan Mang Primary School, the school has 244 students, only four of whom are Kinh, and the rest are ethnic people, of which 50% are H’mong. Implementing policies for ethnic children, the school's students are exempted from tuition fees and receive financial support at the rate of VND 150,000 VND per student per month within 9 months of the school year. Moreover, nearly 130 students staying at boarding schools are also supported with 15kg of rice per student per month.
Over the past time, the province has effectively implemented policies to support ethnic minority students to go to school. In 2023, the province exempted and reduced tuition fees and supported study costs for 50,554 poor and near-poor students; and provided food and accommodation costs for more than 26,600 students and preschool children.
Nguyen Ngoc Son, Director of the Department of Education and Training of Bac Kan province, shared that implementing sub-project 1 of project 5 under the National Target Program on socio-economic development in ethnic minority-inhabited and mountainous areas for the 2021-2030 period, the province has built 8 new schools, among them, six are completed and put into use, two are under construction. In the 2023-2025 period, the province has built new, repaired, and upgraded 17 schools. To date, six schools are under construction.
The State's policies have helped students in ethnic minority-inhabited and mountainous areas in Bac Kan province reduce difficulties in their journey to a better future, contributing to improving the quality of teaching and learning in remote, isolated, and extremely difficult areas.
