Nghe An has a large area with many remote, mountainous and border communes and complex terrain. Therefore, the province was determined that election preparations must be carried out earlier, more carefully and more flexibly. Election plans were developed under specific scenarios, including natural disasters, heavy rain, floods or transportation disruptions. Authorities reviewed and arranged polling stations to ensure the most convenient conditions for voters.

In Na Ngoi border commune with vast terrain and difficult transportation, the commune organized nine early polling stations with more than 1,600 voters. In recent days, the commune Election Committee intensified dissemination through loudspeaker systems, banners, mobile communication and door-to-door outreach so that local residents clearly understand their rights and responsibilities as voters.

At the polling stations, the atmosphere was festive and lively. From early morning, polling sites located at village cultural houses were decorated with national flags, banners and slogans. As soon as the stations opened, many ethnic voters in highland areas were already present. Some wore traditional costumes, others walked long mountain paths in warm clothes to arrive early and participate in the voting. Under the guidance of election cadres, voters received ballots and exercised their civic rights in an orderly and serious manner.

Cu Y Ca, a resident of Phu Quac 2 village in Na Ngoi commune, said that although the road from her house to the polling station requires walking across steep mountain slopes, she and her relatives still came early in the morning to vote. She shared that thanks to the regular communication and explanations from commune officials and election teams, villagers have better understood the significance of the election. “I hope the elected representatives will pay more attention to the lives of people in border areas, helping our villages have better roads, electricity, water and conditions for children to study,” she said.

Mass organizations, village patriarchs and village heads actively supported and reminded residents to follow the proper election procedures. Despite the wide terrain and transportation difficulties, thanks to thorough preparation and the sense of responsibility of both officials and residents, the early voting process in Na Ngoi was conducted solemnly, democratically and in accordance with regulations, clearly demonstrating the trust and enthusiasm of border voters for the country’s major political event. Elderly and sick voters unable to travel were assisted by mobile ballot boxes brought directly to their houses.

Colonel Nguyen Dinh Manh, Political Commissar of the Defensive Area Command Region 4-Tuong Duong (Nghe An), said that officers and soldiers actively joined dissemination campaigns to help residents understand the meaning and importance of the election, while assisting remote localities in preparing facilities and ensuring security and safety at polling stations. The unit also assigned forces to closely monitor the area and support election teams in helping residents, especially those in remote villages, participate fully and properly in the election. Considering the election an important political task, the entire unit has promoted a strong sense of responsibility and close coordination with local authorities to ensure the success of the election.

Thanks to thorough and early preparations, early voting in the border commune of Nghe An province was conducted democratically, lawfully and safely, truly becoming a festival of the entire population.

On the same day, early voting was also completed on Hon Chuoi Island in Song Doc commune, Ca Mau province and Hon Khoai Island Dat Mui commune, Ca Mau province, two days earlier than the nationwide election day on March 15, in accordance with the specific conditions of sea and island areas.

At 7 a.m. on March 13, voting officially began on the islands, and voters immediately exercised their civic rights to elect. Early voting on Hon Chuoi Island concluded successfully with a 100% voter turnout.

On Hon Khoai Island, from early morning, voters including armed forces personnel and workers performing duties on the island gathered at the polling station to attend the opening ceremony, review election regulations and carry out their civic responsibilities.

Kieu Minh Tieng, Secretary of the Party Committee of Dat Mui commune, said that Hon Khoai lies about 18 kilometers from the mainland and is home to many forces responsible for managing and protecting national sovereignty over the sea and islands, as well as maintaining major national projects. To ensure the success of the election, local authorities had proactively coordinated with forces stationed on the island several days in advance to prepare thoroughly and in accordance with regulations, helping the early voting process proceed smoothly.
