Speaking at the meeting, Senior Lieutenant General Le Huy Vinh praised the Institute of Military History and units for actively coordinating to make preparations for the seminar.

The deputy defense minister emphasized the important meaning of the event, saying that it is a practical activity to mark the 70th anniversary of the victory. The event will continue to clarify the strategic vision and sound and creative leadership and direction of the Party Central Committee, the Government, President Ho Chi Minh, the General Military Commission, and General Command; analyze the uniqueness of the art of directing and operating the campaign; significance and reasons for the victory of the Upper Laos Campaign.

He added that lessons learnt from the victory, especially the art of operational-level combat in the new period, will be creatively and effectively applied to the national defense consolidation and defense.

Gen. Vinh requested the Institute of Military History to continue to closely coordinate with relevant agencies and units and Son La province to complete the preparation for the seminar.

The “Victory of Upper Laos in 1953 – Historical Significance and Lessons” seminar, jointly organized by the Ministry of National Defense and Son La province, is scheduled to take place on April 13.
