According to an overview report on the project, more than 331,300 hectares of land across six provinces where MR 2 units are stationed remain contaminated with UXO, and over 25,400 martyrs have been laid to rest in the area.

In implementing the National Action Program on the Settlement of UXO Consequences for the 2010-2025 period, the Party Committee and Command of MR 2 have focused on directing UXO clearance efforts, successfully clearing more than 50,000 hectares of land and recovering the remains of over 15,800 martyrs.

At present, more than 280,000 hectares of land within MR 2 are still contaminated with UXO; 4,480 martyrs’ remains have yet to be recovered, and information about over 5,150 martyrs remains unidentified.

The post-war UXO clearance and consequence mitigation project for the 2025-2027 period is of special significance. It has been selected by the Government to hold a simultaneous launching ceremony alongside other national key projects nationwide as a practical contribution to celebrating the upcoming 14th National Congress of the Communist Party of Vietnam.

The project aims to clear UXO in 25 communes across four provinces, including Tuyen Quang, Lao Cai, Lai Chau, and Dien Bien, covering a total area of 11,740 hectares. The project seeks to reduce accidents caused by UXO, reclaim contaminated land, create favorable conditions for socio-economic development, strengthen national defense and security, firmly safeguard border areas, and accelerate the search and recovery of martyrs’ remains.

At the ceremony, on behalf of the participating units and enterprises, Major General Tran Van Bac, Commander of MR 2, pledged to direct and supervise the project with the highest sense of responsibility, urgency, and determination; strictly comply with State laws and Ministry of National Defense regulations; and ensure the project is implemented on schedule, safely.

He emphasized the completion of project documentation, formulation and approval of plans in accordance with regulations, strict adherence to technical procedures and construction plans, and promotion of unity and determination to successfully fulfill assigned tasks. At the same time, he stressed strict implementation of quality supervision and inspection processes in line with Government decrees and Ministry of National Defense regulations, and close coordination with public security and functional forces to ensure security and safety throughout the project’s execution.

In his directive speech, Senior Lieutenant General Nguyen Van Gau affirmed that the project holds great significance. Its successful completion will return safe land to communes in the four provinces, expand arable land for local people, and promote socio-economic development in the region. Furthermore, the project will facilitate safe and effective searches and collection of martyrs’ remains.

The Deputy Minister of National Defense requested that the Command of MR 2 strengthen direction and guidance for units to enhance education and awareness of post-war UXO clearance; strictly comply with State laws and Ministry regulations on project planning and contractor selection.

He emphasized assigning clear tasks to forces, increasing investment in equipment and means to improve UXO clearance capacity, strictly following technical procedures, and ensuring progress, safety, and effectiveness.

In addition, MR 2 should closely coordinate with local Party committees and authorities within the project area to mobilize resources, ensure disciplined, synchronized, and safe project implementation, and promptly report to the Ministry of National Defense on any adjustments related to project scope, technical solutions, budget estimates, or timelines.
