Present at the event were former Party General Secretary Le Kha Phieu; General Ngo Xuan Lich, Defense Minister; General Phung Quang Thanh, former Defense Minister; General Luong Cuong, Chief of the GDP; and Senior Lieutenant General Phan Van Giang, Chief of the VPA’s General Staff and Deputy Defense Minister; among others.
On December 22, 1944, at Tran Hung Dao forest in Hoang Hoa Tham commune, Nguyen Binh district, Cao Bang province (now Tam Kim commune, Nguyen Binh district, Cao Bang province), the Armed Propaganda and Liberation Team of Vietnam – the VPA’s predecessor – was officially founded and operated under the leadership of a Party cell. Following the VPA’s development, the Party cell also developed and was promoted to the GDP in July 1950.
Since its establishment, the GDP has seriously embraced and creatively applied Marxism-Leninism and Ho Chi Minh's thought, and the Party’s viewpoints and guidelines to reality. It has made valuable recommendations to the Politburo, the Party Central Committee’s Secretariat, and the Central Military Commission to contribute to strengthening the Party's absolute and direct leadership over the military.

Glorious feats-of-arms recorded by the VPA during the national resistance wars and the national construction and defense cause have once again demonstrated and emphasized the core role of the Party and political work as part of the Party’s leadership in the VPA.
In his opening speech, General Cuong underlined that the seminar offered a good chance to reminisce about the history of the GDP as well as to affirm its great contributions to the development of the VPA. Lessons acquired from the event will help the Politburo, the Party Central Committee’s Secretariat, and the Central Military Commission to further build a politically-strong military, a strong Party Committee of the Organs under the GDP, and a comprehensive strong GDP, contributing to the national construction and defense missions in the current context.

Meanwhile, Senior Lieutenant General Nguyen Trong Nghia, Deputy Chief of the GDP, asked the delegates to contribute to further stressing the Party's absolute and direct leadership over the military as well as the role of the GDP in the VPA’s combat, victory, and development history.
During the seminar, delegates analyzed the GDP’s operations in performing its assigned tasks and all their reports were selected for the meeting’s summary record.
Concluding the workshop, General Cuong affirmed that the delegates’ memoirs highlighted the position, role, function, and contributions of the GDP in the development of the VPA over the past 75 years.

Through practical activities, the GDP has directed the whole military units to effectively carry out their missions. The GDP deserves to be the Party’s strategic organ on Party and political work in the military, he added.
The seminar aimed to educate young officers of the GDP’s traditions, draw valuable lessons learnt in conducting Party and political work, and raise a high sense of awareness of and responsibility for the whole military’s individuals and organizations in their task performances.
